Recently a Michigan Appeals Court ruled on the automatic mass mailing of absent voter ballot application forms to voters. The ruling concludes that Michigan election law or the Michigan Constitution does not permit a clerk to mail absent voter ballot applications without having received a verbal or written request.

Voters will no longer automatically receive absent voter ballot application forms. To continue receiving applications for all upcoming elections you must request it by verbal or written request to the Holly Township Clerk’s Office, 102 Civic Drive, Holly, MI 48442 Phone 248-634-9331 ext. 301.

About your Township Clerk:

In a General Law Township, the elected voting officers of Holly Township consist of the Supervisor, Clerk, Treasurer, and two Trustees. Karin S. Winchester was appointed to serve as Holly Township Clerk in May 1999 and was elected in 2000. Along with the duties of day-to-day operations, the Clerk is charged with the custody and maintenance of all all Township records, including official documents such as official minutes, contracts, policies and procedures, resolutions, ordinances and serves as the Freedom of Information Officer for access to public records. She is responsible for all accounting functions including general ledger, accounts payable/receivable, budgets, payroll, etc. The Clerk is responsible for elections, maintenance of voter registration records, purchasing, licenses, permits, employee benefits, pension administration, other human resource issues, computer systems and software maintenance, building maintenance, preparation of the packets of information necessary for the Township Board meetings and the publication all notices. The Community Development Block Grant Program is administered by the Clerk as well as the Township website and she is the Township Board representative on the Holly Township Zoning Board of Appeals
